Regardless of other's behaviour, if they need, authoritarians will either create the provocation themselves (Gleiwitz, Mainila) or use some unrelated incident as a provocation to do what they want (Marco Polo Bridge, Tonkin Gulf). I don't understand why it's so hard for people to realise that.
