Preisgarantie steht da nicht, oder? Wenn die Kosten für den ÖPNV steigen (Inflation oder überfällige Investitionen) steigt auch der "Nutzeranteil"?
Ansonsten wäre noch die Frage, warum man höhere Steigerungen nach 29 in einen Vertrag bis 29 reinschreibt... das vllt wirklich nur fürs Gefühl der CDU.
