The book is about the history of the US and its different ideologically currents. The book is called “il-liberal” America because it discusses the counter ideological movements to liberalism.

You should read “Illiberal America” by Steven Hahn. It talks a lot about the very point you just made.
For most of American history, our conception liberalism didn’t exist. Violence, exclusion, and extralegal punishments were the norm.
