Looks like California has a similar cost growth limitation set at 3.5%and their baseline primary care spend is 7% so similar by percentages...

Could the law setting a healthcare cost growth maximum have slowed down the Med Adv & CCO progress? (I'm not sure of the baselines).

Oregon passed a law in 2017 mandating a target of 12%spend on primary care instead of the usual 5-7% by 2023. Commercial payers and OEBB/PEBB for contracted employees have hit their targets (12 & 13%) yet Med Adv and CCOs(Medicaid) haven't (9.7 & 11%).

"Inboxologists" need to know clinical medicine & how to coordinate care, not just acknowledge the message was received. I.E. be clinicians who can actually triage, or respond to easy messages.
