If you aren’t already:
Keep every text string in a localization file (spreadsheet or some simple DB) and use links to populate the strings into displays.
Don’t make your description strings a part of an asset’s properties!

Rates vary wildly, mostly based on artist experience.
Don’t haggle. If someone’s too expensive for you, thank them for their time and ask for a referral for someone in your budget.
Revisions are expensive. Have a clear idea before you ask them to start drawing.
