Yes, mixed evidence on public v private water system performance but large systems tend to perform better in balancing reliability, resilience & affordability. They're mostly public but not always.

There's a lot to untangle here: ownership type, operating rules (eg ability to disconnect service), degree of comparability with water utilities. Strong agree that we're overdue for a reckoning given centrality of both utility types in the risk landscape.
