My suggestion for speeding cars in my city is to store impounded junk cars along the streets, staggered so that a driver is forced to slow down to navigate them.
Only fear of damage slows down cars, so that conflicts with segregation infrastructure, I guess.

I once chatted with a traffic control guy while he was ticketing expired meters.
I told him I'd love to join up and get all the other parking violations on sidewalks, in crosswalks etc, as long as I didn't stand out in intersections "directing traffic."
He told me that's mostly what they do.

I knew in 2015. Not bragging or anything but I grew up with his voters.
They used to vote Dem for the paycheck. Making cars and parts for cars, and fixing cars, giving their lives to and measuring their worth as humans by their cars, etc.
I knew that was going to end poorly.

Academics have by and large failed to contemplate these relationships.
The Marshall Project and ACLU are so misguided by the car addiction status quo they can be of no help.
Look for it to get horribly worse as unaffordability and unsustainability solve the problem for the planet.

The Automobile Industry has always know that passing their liability to the addicted end user and traffic law enforcement to the police was their golden ticket to massive profits.
