I think it’s largely because developing secure in-house tools is really hard, and data security is an important ethical consideration. With commercial companies it can be managed with contracts.

Interesting thread. My initial thought on the various tracking processes is it’s quite invasive and would negatively impact how I write. I’d want my process to look good as well as the result. I also don’t really like the idea I have to have a tracking process to defend against false accusations.
