Whether or not it can be made actual, the animating question of the first post-Emergency regime—whether or not that is next Democratic administration—ought to be “how did so many Americans come to hate each other more than they love their country, and how might that be reversed?”

An executive order is merely an order from the executive to the people that work for that executive. Eg, “State Dept go do XYZ.” It is *executing* a legal authority stemming from either the Constitution or congressional law. It’s not creating law. We need to require high schools to teach civics.
