I think it’s actually finding you guilty of violating laws on the books, often interpreted in wild ways. It’s just that those laws are applied on some and not others.

The ‘nationalist rallying around it’ reminds me of vaccine nationalism a few years ago except back then it was about jabs that still works if not as effective, and now it’s about giant energy suck that doesn’t really work the way AI evangelists describe it
