Moscow’s non-proliferation policy once compartmentalized tensions with West to achieve common goals pre-2022 (eg JCPOA) but shifted to linking support on non-proliferation issues to the war in Ukraine as a way of complicating what it saw as U.S. interests. Iran was a prime example of that.
