My guess is it's deliberately too Russia friendly, so when Ukraine rejects it, the US can use that as an excuse to abandon them & possibly even remove sanctions on Russia.

China's economy is heading for seriously tough times & this has been clear for a few years now. It is due to its own contradictions & mismanagement. However, they'll now very easily be able to blame any & all problems on the USA/foreigners, & double down on the bitter hyper-nationalism.
