So they have the clearest possible orders, against an admitted mistake, with the easiest solution. And they defy & refuse. It's a full on power play, because if they can do it in this most extreme & obvious situation, they can do it in ANY situation.

- And still they defy it. - Further, it's something they can EASILY rectify: all they need to do is ASK. Bukele would hand him over straight away if requested. While it's true that they can't force hostile foreign powers to release innocent Americans, this is a friendly nation & an admitted mistake.

Certainly ASEAN would be better off with a coordinated response rather than all going off 1 by 1. But of course, they weren't all hit equally hard, and often struggle for true unity, so maybe they won't be able to do this.
