Errata: The leftmost label in the comic should read "5:00am EST Dec 31st". Therefore, the left-hand red line should be almost two ticks to the right of that label, rather than just over three ticks to the left.

Since more than half of the population of the Earth lives in time zones that would have switched days between the given times (approximately 65% according to the graph), there is only one conclusion to draw from all this.
This person's meme tweet was accurate for more than half the humans on Earth.

I've modified it below to show the time the tweet was posted and the time of Carter's death. The line can be represented as the number of people for whom it's Monday at the given time.

It's data for 2018-2019, but I can't imagine population shifts in the intervening time would be enough to affect the conclusions I'm about to present:

But wait, there's more! XKCD posted a comic of the world's population distribution by time zone, re: what percentage of the Earth's population has crossed midnight into 2019 at any given time (by EST reference).
The comic itself can be found at www.xkcd.com/2092/

Here's a map of those areas (drawn on top of the timeanddate.com time zone map):

(The International Date Line isn't a problem here because it would shift both events by 24 hours. This has no effect on the relative dates of the events.)

For anyone that is 7 hours (or more) west of Eastern Standard Time, the tweet was posted on Saturday rather than Sunday.
For anyone that is 6½ hours (or more) east of Eastern Standard Time, Carter died on Monday rather than Sunday.
In either of those cases, the tweet is accurate.

Oh god. Flashbacks to one day in 6th grade (2011-12) when the wood shop teacher was out sick and the sub replaced the lesson plan with an hour long talk about polio and iron lungs in so much detail that I damn near passed out imagining it all.
