Is your concern more so about the chaotic nature of the cyclists, or concern about actual bodily harm resulting from them not following rules?
Both are understandable perspectives, but the latter requires mentioning that almost all actual traffic injuries in NYC come from motorists, not cyclists.

The cost to admin body cameras is surprisingly high. The actual equipment costs are negligible, but the storage and reporting costs are significant. It’s years worth of footage collected every single day.
It’s just a question of whether you want this level of accountability for LEOs or not.

Assuming you're going to be downtown at Little City, then go to Ovale for a great neapolitan style pie. It's a grab-n-go place, but you can sit and eat in Church Square Park.

Second point on DOT's $3bn cost estimate for hardened daylighting citywide.
Hoboken Mayor Ravi Bhalla said at a rally earlier that his city put in a few plastic bollards for about $100 per location. For two corners at each of the city's 40k intersection that comes to around $8 million.

As DOT puts out these large and scary stats, it's important to remember that just across the Hudson River, Hoboken, NJ, has cut traffic deaths to zero over the past eight years, following an aggressive roll out of daylighting.

The Hoboken Connect rebuild of Hoboken Terminal will have a 45k sqft space above the station. I believe it will be an open floor plan and available for large events.
Certainly not a full “convention center” but definitely big enough for some very large events.
