It really can't be stressed enough that the federal government, especially one led by Trump, will attempt to take those taxes and impose penalties by force.
So either be prepared to accept those penalties or to literally fight the federal government.

Taxes are generally remitted by employers directly to the feds. A tax protest would require collective action, individuals all zeroing out tax withholding.
Where CA could step in is to protect residents from arrest, but that would effectively be a rebellion.

ICE also attacked innocent bystanders who were stuck in traffic with tear gas and impact munitions. ICE blocked the road so they couldn't leave when the raid started. Then when ICE saw them filming they attacked the people who were in and around their cars.

Martial law is the start of Trump trying to seize all levels of government. With that comes a purge of political enemies sent to camps.
I don't think martial law is met without resistance nor do I believe Trump would let it go unanswered.
