It depends, right? If your customers are developers, then, you could still sell without translation. English would be good enough.
But if your customers are in more traditional industries, then you don't have any alternatives but just pay the price of adapting everything

But it's not only because of regulation.
You launch a SaaS in Spain, and you need to translate it to several languages if you want to launch it across Europe. And not only the product itself, but also marketing, support, accounting... Everything is much challenging in that sense

I'd just point out that it is much easier to produce trillion dollar companies in America because of the unified market and unique language.
Old Europe has tens of languages that are official across the continent, different regulations, and so on
