I haven't used Ubuntu for more than a few minutes here and there, but from my experience, the GNOME DE is not as user friendly as some want you to believe. Cinnamon on Mint is my suggested go-to distro for new users. After that, if you still want a Windows or Mac like experience, any with KDE Plasma

Your average user won't need to put in any extra time/effort. Advanced uses just have to skim distro forums for assistance. Every issue I have had (as an advanced user) has been documented with fixes on my distro forums or Arch wiki.

Linux Mint is Windows Lite. Anyone looking to move to linux 100% should start with Mint just because it feels extremely familiar.

Military is more of a scare tactic than anything. The military has less options than Law Enforcement/ICE. Geneva convention prevents most tactics that LEO and ICE use to break up protests.
