This “trend” of framing innocent Yersanti for crimes they didn’t commit dragged on for decades, as everyone was scared of the much more powerful Councilmembers.
Where were the Protectors? Doing their own shit. Most of the Silver Gen were quite the assholes back then and no better than the Council.

They sentenced the male-presenting entity who’d later rename himself as Teyvel to exile, and broke his horns - making it all to easy for that strain of the Voidstrain to infect the Hybrid via the cracks.
The horns are essence regulators, so the strain corrupted and messed it up severely.

This is also the time where Teyvel was accused of killing a fellow Yersanta by the Glayze Councilmembers, who detained the Hybrid and set everything up to incriminate him.
Back in the day Hybrids weren’t completely accepted yet so you can imagine how the trial perception was back then.

As previously stated, this Voidstrain is uncontrollable and corrupted.
It took no time at all for the virus to mess with the cognitive simulations of the Elders and Aides, making them slowly fall into madness and depravity.
The laws they started passing became much more oppressive as a result.

Back in the day, there were only Council Elders and Aides, and no Protector was present to safeguard the sanctity and impartiality of lawmaking.
