Just about any city that wasn't founded for trade or grew out of some economic activity like farming. The US is full of them. Vegas, Austin, Indianapolis, Columbus, Raleigh, Knoxville. But Las Vegas is probably the worst.

This is a big risk for parking reform going forward: abolishing minimum off-street parking mandates is easy. But we got them because cities refused to price/manage curb parking. If we don't set up more parking benefits districts, I predict minimum off-street parking mandates will make a comeback.
