Many people who do not have "good character" are just the people UK needs to boost GDP, they're the people that push the envelope a bit farther, ie entrepreneurs, occasionally and innocently they may go beyond conventional boundaries

If so, can UK GDP grow if the population is largely illiterate? I accept tech skills may replace literacy but not all can work with tech.
