it's not really steams place to implement controls like that. should devs charge less for unfinished games? maybe, and most do, but you should probably make your own value judgment and not buy unless you're happy with the price for the game as released

turo should be responsible the same way a rental company is responsible. if turo wants to limit their liability then the contract should cover the payment of damages from the driver to turo, but you cant have your cake (profits) and eat it too (be free of liability) if youre running a business

you insure a vehicle, not a driver. not saying it's right, turo should obviously be the one left holding the bag, but that is how it works. don't lend your car to people, even friends, especially not renters
