Minority committee members can empanel a minority hearing, and can introduce a vote to compel testimony. They need to make the Republicans respond, not just acquiesce in advance. Make them own the havoc being wreaked.

Committee oversight in particular can be useful for restricting the plainly unconstitutional usurpation of Congressional powers by Musk. Both houses of Congress have the power to compel appearances at hearings. Bring Musk in and make him answer for the ATC shortage
