I would also argue that a lot of innovation occurs at the “B” level of filmmaking. They need to stand out and are frequently going to try a big swing to make that happen. Look at a lot of effects/techniques in films by Mario Bava, as an example.

Derald Sue has done a lot of research on this topic. Has a book called Microintervention Strategies that is pretty informative.

I work at a public university. The state used to contribute 66% of our budget. Now, it contributes 9%. This is in a deep blue state.
