(3/3) For VR on Linux, I use ALVR Streamer (Wireless Steam VR w/ Quest). But this should work with any service that uses SteamVR as that's where you choose the Virtual Mic.

(2/3) SteamVR can then have this Virtual Mic set as the input.
With this system I speak and then half a second later a TTS piper voice plays. You can also pipe this audio into your VR headset headphones so you can hear the voice or directly into OBS.

(1/3) I got this on Mint. I use "Speech Note" for Speech-To-Text-Text-To-Speech w/ my VR Headset set as the input mic. I then created a virtual Speaker/Microphone via terminal (can send you the script).
Then you use the "Volume Control" app to pipe the "Speech Note" voice into the Virtual Mic.
