Hannah Arendt discusses this phenomenon of sympathetic elite allying themselves with the mob because they took delight in debasing the institutions that rejected them only to later be discarded before the atrocities start. Her insight into this phenomenon is pure insightful genius.

Authoritarianism mainly aims to lock up control of the state, but will often leave wide latitude for most people to live ordinary lives if they stay out of politics, as @tompepinsky.com has written. Fascism wants to subordinate all of society—culture & education, etc—the state is just the beginning
