A private citizen does not have the authority to do this. The President also does not have the authority to do this. This is unbelievably evil and completely illegal.

100% this. You can say “the chaos is the point” but it’s easy to govern chaotically. The administration has other objectives that it’s, historically, been too incompetent to effectively see through.
