Cover date of Feb. 92, so it came out in late ‘91. Before that, Gotham in the comics looked a lot like NYC/Chicago.

Right around that time (maybe a year or two later), there was a storyline in Batman, Detective, and Legends of the Dark Knight about an architecture-obsessed bomber who blew up the newer buildings of Gotham to uncover the older, Gothic skyline.
