Economic literacy is very poor in the UK. A government spending £1 on a poor person gets back about £2.80 as that £1 goes around and around generating VAT, PAYE, NI, Profits. Benefits are not a cost in any real sense. Only in the sense that national annual accounting rules are 11th century.
