also, it can't be overstated how well "here's a guy who will give you a list of vague hints for all the remaining quest hooks" works to make it clear what remains to be done and where to start looking, without completely giving each quest away.

Another thing which I think helps make it work is that you have a transitional quest. Before you are told "Ok, do what you want, here's a bunch of quests, do them or not, then fight Lavos" you have the section where you revive Chrono, which gets you used to freely traveling through time and space.

And you get these really fun moments, like having dungeons from an earlier era now return as ancient ruins you need to delve through. It's such a nice "training wheels come off" moment.

And I think this is where Chrono Trigger (which was already a great game) really shines, because it fully carries through on its time-travel narrative by giving you a bunch of quest-hooks that send you traveling back and forward through time and exploring the world to complete them.

It's kind of a refinement on FF6's World of Ruin. The game opens up and becomes non-linear and trusts you to be able to find your way around, figure out what you're supposed to do, and decide when you've done enough.
