Although I am surrounded by suburbia, it is very hilly around here, so having an extra 1KW under a red button is a handy feature, especially at my age.
I went +2 on front disc, and +1 on rear (from 160mm), swapped in a softer coil shock, and am changing the flimsy tires out to more light-M/C spec.

I'll keep using mine as example...
$2500CDN, to my door.
It feels very 'robust'; more like a small motorcycle, to the point I'm putting more 'MC-like' tires, and brakes, on it.
Methinks something like this would come close to your 'use-case', based on your location pics.

May I suggest...
It has as much torque as my new '72 Suzuki 500 twin did, and probably weights about 20% as much.
There are, literally, hundreds of configurations by hundreds of manufacturers, so it shouldn't be too hard to find something appropriate.
Same climate, same hills, different scenery.

The result I'm expecting when I ride my new e-bike for the first time.
500W wasn't enough, so this one is all-wheel drive, with 2x1000W motors.
It's very hilly where I live and I'm tired of being tired from a 5km trip, especially when towing a trailer.
The tree is, technically, a "rest stop".

'Kid' upstairs just did a dumb, and traded his old Elantra Coupe in on a lightly-used Tesla3.
My '64 Studebaker Lark Daytona may live again, right down to the hood ornament.
I have the bits to add some '64 Ford Galaxie 500XL on the sides, too, to confuse old folks, like me.
