That almost certainly means (1) someone’s dissenting; (2) the Court is trying to reach a compromise; or (3) both. At the risk of belabouring the point, Trump's declaration that 'America will not put up with it for much longer' regarding Zelenskyy's view that peace with Russia is 'very far away' is a textbook case of this. In fact you can easily substitute 'Amerca' for 'I' or 'me' everytime Trump gets angry.
