I think e-bikes used for commercial purposes ie food and grocery delivery should be taxed, display license plates like other motor vehicles and the riders also required by law to be licensed and insured.

Currently stranded just outside St Pancras on #Thameslink train heading north. Power failure between Luton and St Pancras. The driver has left the train. Apparently we are going to reverse back to St Pancras. Not sure how I will get home !
