I’d be more willing to bet that someone had an aftermarket keyboard they liked more that plugged into that port. I had an Atari 800 like that once, also with a DB-25 mounted to the case

This card was probably made in the mid 90s, cuz it was cheaper than buying a whole new PC! I have no idea if anyone makes modern cards that do that for this machine
