I'm thinking of Sir Alex Ferguson in this regard--no one would see him as having 'failed' for having not 5-peated the League.
But I think perhaps the difference is SAF always seemed more mortal, Pep by contrast is viewed like the inevitable demon when it comes to winning.

Doing what he does, year after year, it really is crazy hard. And I think it really is taken for granted at this point in time.
Once he's gone and no longer at it, I think folks will be able to better grasp how mad it is that he's done what he's done across his career.

No other manager in the world would ever be considered a failure if they didn't win 5 League titles in a row, but that's the reality of expectations when you're a serial winner like Pep.
