People learned to accept that they can be indifferent, hostile even, to others within their own country who did not share their given, or chosen, cultural identity. The corollary would be that a mayor could proclaim “right, the police are actually going to follow legal procedure from now on and, hear this, they are also going to respect the law!" and have it happen.
