Actual change here is:
- Immediate increase in renewable-fuel requirement for diesel from 4% to 8%
- April 1, 2025: renewable content for diesel must be produced in Cdn
- Jan. 1, 2026: 5% min renewable-fuel requirement for gas must met with Cdn produced renewable fuels

On whether Prov Health Officer Dr. Bonnie Henry (who has supported non-witnessed safe supply and been less concerned about diversion) was consulted about this, Health Min Josie Osborne says no, and gov doesn't always agree with Dr. Henry.

The political calculus here is that by making this change just before 4 months of daily question period in which the safe supply diversion problem was going to feature heavily, it gives the NDP a pivot out from underneath the issue it has been negligent overseeing this.

This is a big shift in BC's policy, which has until now allowed for many safe supply drugs to be prescribed and taken out of store (where they can be resold).
Now, people will have to consume the prescribed drugs in front of a healthcare professional.

Good Q! I think the "structural deficit" as they call it, the build up of 7rs of major hiring in the public service, plus 2 yrs of rapid Eby growth of more gov programs + services, is dragging budget down. Horgan also increased/created new taxes on biz+wealthy. Eby has not. Plus, stagnant economy
