His rant had nothing to do with Oscar, but about the FIA giving mixed signals. (Or having one standard for F2 and another for F1)
Max told that they had "discussed it before the race". It's also why he was angry with MBS after the race who came to speak to Max.

❗ The Stewards had been ignoring the corner cutting in F2 all race in that corner. So the Red Bull Racing sporting director had word with the FIA, if that wasn't going to be policed. Which he got confirmed. That is why you also hear GP annoyed about it, as well as Max being pissed off.

You need to know the context Law!
Verstappen was annoyed about the fact that in F2, the corner cutting at turn 1 was not penalised. RBR sporting director had confirmed with the FIA that this wouldn't be penalised. Both GP and Max' reaction to the 5 sec. pen. and Max after the race tells the story.
