Everything is an attempt to balance harms. What you describe is a harm. A major one. So are the grim deaths of those beyond the help of palliative medicine. I think the proposed English law gets it right. Will some suffer because of it? Yes. Will many continue to suffer without it? Also yes.

That's a thing in US states with assisted dying? Wow. I agree, that's terrible. The related concern here with the NHS is that if the NHS can't treat you properly, or if palliative care is inadequate, then assisted dying becomes the "easier" option.
