At this point I think the Republicans actually WANT to shut the government down, so I don't know if the threat matters. They WANT "non-essential" workers to go home. Essential workers would be forced to work, without pay, but maybe Trump or Musk would find a way.

There's a difference. China is an authoriarian state and its corporations are legally beholden to it. The United States is a democracy. Yes, our elected officials & corporations can and will do bad things but there are still checks and balances in place.
