Yes, true. But itβs always most effective to address poverty by providing cash to people to spend in the local economy. The evidence for that is v strong (economics aside).

Yes. it has saved us - to some extent from the excesses of the former Govt. Itβs the experts, former experienced politicians who no longer need to bow to the party machinery (eg Lord Heseltine). I think it works as it should, with some reforms needed.
