The economic advantage of hosting these events is directly related to the number of fans who would travel to the host country/city. They bring their money for accommodations, food, entertainment and recreation while visiting. Limited visitors means limited revenues.

So when the factory cannot hire enough workers, they cannot produce the needed goods, owners lose money & shut the factories down, and those goods now have to come from further away so cost even more!
