The issue was they had no launch control over them, then. They wanted to keep them from being able to utilize them to start a nuclear program, in future.
If the 21st century has shown anything, not like countries ask global permission to start their nuclear programs due to MAD, see 🇮🇷 🇮🇱 🇵🇰 🇮🇳 🇰🇵

Thats true. The nuclear material (ICBMs) had they couldn’t actually launch - then. But they were built in Ukrainian SSR and they had substantial knowledge of the Soviet nuclear program. Certainly enough knowledge to be deemed it important enough they surrender them upon the dissolution of the USSR.
