I assume, or at least hope, that every governor is issuing guidance to their National Guards that they are not to accept orders to deploy unless they a) come from the governor or b) an invasion or rebellion is declared and recognized. Let them tear up some red states and see how quick this stops.

There are about 850,000 state and local employees in CA. As employers, they withhold and remit income, social security, Medicare, and federal unemployment taxes. Assume those average around 30-40k per person, and that’s $25-33B. Not insignificant, but not game changing either.
