The question is, are they so unconcerned with making it plausible because they're confident that their wealth and military might can make the world behave regardless? Or is it because, at least on some level, they are scrambling and they have no other choice?

It probably *isn't* as stark as what existed in the '30s/'40s and in the '60s/'70s, at least in some ways...though I'm not sure how you'd actually measure such a thing.
