he seems to be referring to the pattern. bright, eye-catching (and sometimes retina-searing) suits could be considered "loud" or "noisy", as if they were shouting at your eyes. SIMILAR TO HOW SOMEONE WRITING IN ALL CAPS MIGHT MAKE US FEEL
