One note: the House bill targets federal Medicaid funding.
Medicaid is partly funded by states, who could choose to allocate their own funds to ensure coverage.
Some already do this with abortion, which is similarly not covered through fed dollars. But coverage is variable b/w blue states.

Also noteworthy: Planned Parenthood is a critical source of gender-affirming care for trans people across the country.
The House bill, by also cutting other fed funding for the organization, could weaken not only coverage of gender-affirming care, but also gut a key provider.
