Not directly no, even removing the Internet hardware will still result in windows 11 asking you to connect to the Internet. To bypass it you must open cms and run a command.

Linux is painful in different ways than Windows is painful, and I'm sick of the pain of Windows so I tolerate the pain of Linux. It just depends on if you'd rather deal with driver incompatibility or your computer insistently trying to sell you things (and randomly breaking).
