For awhile I used to do tic marks during senior leadership meetings for every time this occurred. It actually became a joke for my teams because many times we already had started working on it.

Obama mentioned it in the debates but it was never funded. I had people like research scientist, academic institutions, NPOs including ACLU, consumers union, Cato and Heritage all interested. I think we could still do something similar... and attaching youtube video links could work!
