They see introspection, compassion, and empathy as weakness and can't cope with criticism. For example, in Noem's case - "I had to shoot the puppy! It was untrainable!" She can't admit that she failed to train the puppy and was neglectful to take it hunting. Same thing with assaulting Sen Padilla.

It doesn't seem very smart for an elected official to announce in advance the intent to use excessive force or murder against their constituents. Seems like that might come up in future legal cases, should any of the officers under his command actually take these words to heart.
